Stuart joined the IFS in 2001 and works in the Tax sector. His research focuses on analysing the design of the tax and benefit system, and he has written about many aspects of tax and benefit policy, including income tax and National Insurance; VAT; property taxation; small business taxation; savings and wealth taxation; motoring taxation; tax credits; universal credit; disability benefits; work incentives and redistribution; support for families with children; and local government finance. Stuart was an author and editor of the Mirrlees Review of the UK tax system.

Support for low-income households in England to meet their council tax bills has now been the responsibility of councils for almost 6 years. In the face of funding cuts from central government, many have chosen to significantly cut council tax support (CTS). In many areas, even the lowest-income households have been handed local tax bills for the first time since the poll tax.

This Green Budget chapter considers where the Chancellor might look if he wanted to increase tax receipts by about 1% of national income – enough to pay for the promised increase in NHS spending. We investigate how various possible tax rises differ in the revenue they would raise, the people who would pay them, and the extent to which they would weaken work incentives and improve or worsen other distortions.
