Report

Early childhood is a period of rapid growth and development, which lays the foundations for later life, but it is also a period in which children are at their most vulnerable. Poverty, poor nutrition and under-stimulating and unhygienic surroundings, which affect millions of children in developing countries, hamper and stifle child health and development.

The first years of a child’s life lay the basis for lifelong outcomes. During this vital period, though, many children are exposed to poverty, malnutrition, illnesses and un-stimulating home environments, which have a detrimental effect on their cognitive, motor, and social-emotional development, as well as on their health, thus prohibiting them from reaching their full developmental potential. This period of early childhood is therefore a critically important one for intervention.

The economic effects of pre-school education and quality

This report describes new research on the impact of different pre-school experiences on academic outcomes at the end of Key Stage 4 (KS4, age 16) and relates this to the potential longer-term economic benefits for both the individuals themselves and the exchequer.

The impact of free early education for 3 year olds in England

Report

This note summarises the results of two related research projects. With funding from the ESRC through its Secondary Data Analysis Initiative, and the Nuffield Foundation, Jo Blanden (University of Surrey), Emilia Del Bono (University of Essex), Kirstine Hansen (Institute of Education), Sandra McNally (University of Surrey) and Birgitta Rabe (University of Essex) investigated the impact of free early education on children’s development.

The crucial role of good evidence in evidence-based policymaking

Comment

In a time of continuing fiscal austerity, policymakers increasingly want to know ‘what works’ and for whom, in order to target scarce resources on those who will benefit most and to ensure that policy has the desired impact upon those it is designed for. Basing policy decisions on evidence is undoubtedly a good thing - but only if the evidence used is robust, unbiased and methodologically sound. This observation uses recent IFS work on the link between parents’ marital status and relationship stability and child development to illustrate the challenges of using research to inform policymaking.

When should summer born children start school?

Comment

Calls have been made for more flexibility over when summer born children can start primary school in order to address differences in educational attainment. This follows IFS research showing that summer born children, on average, do significantly less well at school than other children. But our research also suggests a better policy response would be to provide age-adjusted test scores.
