David Phillips joins Finance & Constitution Committee in the Scottish Parliament as advisor

David Phillips has joined the Finance & Constitution Committee in the Scottish Parliament as a Fiscal Framework Adviser.

The committee's role is to consider the Scottish Government’s revenue-raising and spending plans, both through the annual budget process and examining the cost implications of bills.
