Tax and benefit system as a whole

Individual taxes and benefits, and even individual reforms, are often analysed in isolation. But it is the effect of the system as a whole that really matters. IFS research has examined the effects of the tax and benefit system as a whole, for example on the distributions of income and work incentives. The Mirrlees Review looked at the design of the whole tax system from first principles, emphasising how different taxes should fit together to form a coherent whole.
