Research at the Institute for Fiscal Studies has examined the government policies on apprenticeships in the public sector. Jonathan Cribb, Senior Research Economist at the Institute for Fiscal Studies, explains here why they find that policies are geared towards increasing quantity of apprentices rather than the skills of workers, or public service quality.
