In this Commentary, we assess the changes to average incomes, inequality and poverty that have occurred since 1997, with a particular focus on the changes that have occurred in the latest year of data (2009-10).

David is Head of Devolved and Local Government Finance. He also works on tax in developing countries as part of our TaxDev centre.

Robert is a Deputy Director. His work focuses on primarily on the labour market, income and wealth inequality, and the design of the welfare system.
Research Economist
Wenchao joined the IFS in 2010 as a Research Economist in the skills and education sector.
