Gordon Brown will have much on his mind as he finalises his Budget, now expected next month. Concerns over the direct and indirect costs of war with Iraq are mounting, and the International Monetary Fund has joined a chorus of independent commentators debating that the public finances are not quite as sound as the chancellor claims.
