Haroon joined IFS in 2005 and works in the Skills sector. He has conducted research on the socio-economic inequalities in children's educational and behavioural outcomes, and the importance of attitudes, aspirations and expectations; HE participation and reforms to HE funding; and the school funding system. He has also been involved in a number of quantitative evaluations, including those of welfare-to-work programmes and the Education Maintenance Allowance. In addition to this, his research interests include early interventions in education, school effectiveness, labour markets, minimum wages.
