David is a researcher for the Tax Law Review Committee of the IFS. He is a career tax professional - both a Chartered Tax Adviser and a Chartered Accountant - who has worked in practice, in industry and with the Inland Revenue. He has been a tax partner with KPMG, subsequently moving to take charge of the tax affairs of a quoted UK life assurance group. More recently, he was the sole non Revenue member of the Inland Revenue's team that supported its Working Together partnership with the professional bodies whose members are tax practitioners. A member of the Council of the Chartered Institute of Taxation (CIOT) for a number of years, he remains a member of both its Technical and Tax Policy Committees. He has represented the CIOT in consultations with the Inland Revenue on a variety of tax issues particularly employer/employee related matters, including the introduction of self-assessment and the payment of tax credits by employers. He has also been a member, and chair, of the Life Tax Panel of the Association of British Insurers. He is particularly interested in making a difference to the practical operation of tax policy.
