Using our expertise in policy evaluation techniques, IFS analysed the Employment Retention and Advancement (ERA) pilot scheme which offered job-coaching, financial incentives and subsidised training.

During the evaluation, it emerged that many eligible individuals refused or were unable to take part in the randomised experiment. Our research used innovative methods, to compensate for this problem with the data, to estimate the impact of ERA for all those who would be eligible. The report was well received by policy makers at the Department for Work and Pensions and is likely to affect the way randomised trials of social welfare programmes are planned in future.
