Using financial incentives to cut school dropout rates

IFS measured the effect of the Education Maintenance Allowance (EMA) on whether students stayed on at school after 16, and how well they did. The evaluation of this policy drew on our experience and expertise in policy evaluation and we were able to use state-of-the-art econometric techniques to provide rigorous estimates of the policy impact. This research was a key input in the decision to roll out the EMA nationally in 2004. The IFS studies have also been cited by politicians, news agencies and think-tanks in the debate about whether the policy represents value for money.
