Taxing the rich: can it raise any more money?
In the Pre-Budget Report of November 2008, the government announced two measures that would increase the amount of income tax paid by those with incomes greater than £100,000 from 2010/11. The Conservative party have recently indicated that they would implement these changes were they to be in government at the time. This event will launch a briefing note which discusses how much scope there is in raising revenue from the very rich. It builds on work in the IFS Green Budget 2009, and on one of the chapters of the the Mirrlees review of the tax system.
